In bams counselling of Up merit list does not come before providing allotment letter???

As per your requirement, i would say that the up merit list will definitely come before the allotment- letter.

After the merit list, students will know their chances and than participate in the counseling process than will be given allotment- letter if they qualify the cut off.

Getting a seat in college is depending on many factors like studenrs to seat ratio, cut off, reservation, ranking of college, etc

Cut off varies evert year as per your reservation category and no. Of students applying for the same.

Or else, you can get admission with low cut off through management quota also.
