See normally smartphones are allowed in Hostels for girls as well as boys but in some cases or in some hostels which are in school campus there are some restrictions on smart phones but still phones are allowed in each and every hostel. Now as you are talking for BHU so yes smartphones are allowed in hostels but not in classes even for girls.
