In the counselling process, normally locked seats refer either to seats already reserved for categories under the college's rules or to seats which already have been taken up by students. Normally, in both cases, the total number of seats turns out to be more than these seats. There may be some exceptions, and I'd be able to help you more if you could specify the college.
