This can't be possible that payment is not available through debit card . There must be some technical glitch in the website or if there is net banking available in your family from any bank like HDFC ,ICICI, Citibank or SBI for example then you can go for it as it is also a much safer option.

You need to arrange for payment with this only. You can look for someone in your locality with gaving netbanking sbi. Or you can pay through SBI e collect that is e challan., it is better than netbanking and you need not to have account in any SBI branch. You can use cash.
