In JEE mains my general rank is 1,70,000 and my SC rank is 8000,,and for councilling, i will get any good govt colleges like NIT,IIITs,?

Sorry to say but NO.
You won't get any college through JoSAA Counselling rounds.
You may get some in that last special CSAB ROUND. Still it is quiet unpredictable round.
