Yes , presence of candidate is mandatory during seat acceptance /withdrawal but in some circumstances with a genuine reason for unavailability parents can go with a written affidavit also you can refer to Jossa helpline number for your queries or visit JoSAA

Sorry for misinterpretation of the question pls ignore the above answer ,I have correctly framed the answer for presence of candidate in Jossa counselling below
-for the candidates who have been allotted seats will have to report to their respective centers for document verification ,failure to get document verified can get cancellation of admission . Candidates should remember to report to corresponding reporting center of there alloted institute.
You must be present for seat confirmation also in certain circumstances befalling above rules you must refer always refer to Jossa helpline number which will be available before the start of process .
