in neet application form i put obc-ncl category but I failed to get that certificate what would be the next option

To avail the benefits of the OBC category you need to generate OBC-NCL certificate.If you fail to generate it you will be considered as a general candidate and you need to apply from unreserved category for medical admissions.You will not be able to avail the reservation benefit as you don't have the NCL certificate.
