In SOEL my general rank is 732 and community rank BCM is 30 it possible to get admission

yes, I think you may have some chances to get this Institute and because last year this Institute provides even less rank to civil but my suggestion does not need to take the risk to apply for and also seek some other Institute as you backup because the chance of this Institute may below it is not a great idea to only apply in this Institute also apply for other.
