In the article it is written that Delhi aiims will not be filled on the basisi of aiims score please explain

Dear Pratyaksha,  once the entrance exam is done with, a merit list will be prepared. Candidates scoring minimum cut off percentage and equivalent marks will be eligible for counselling and admission process. Based on the position in the merit list, candidates will be called in for counselling. So your marks and merit are the sole criteria to be considered for counselling and nothing else.
