No Akshit, you need to have passed or in the final year of 12th std or equivalent to be eligible to get admission into an IIT and peacefully appear for JEE. So if you passed 10th std this year, you will take another two years to pass 12th, so you'll be eligible for JEE 2020 unless there is an exception.
