Yes, you can change your branch in most of the Engineering colleges. It's depend on the college itself.
This is usually possible in 2 ways:
1) High CGPA in the first year. Based on the vacancies available for a particular branch, only the top scoring students (wrt CGPA) get a branch change. There is no particular cut off for CGPA as it depends up on the relative performance of the students.
2) Lot's of money/influence.
