Hi Adamya,
For civil engineering first and foremost priority should always be the IITs to go with Delhi Technical University and NIIT. Faculties at the top ranked IITs are top notch. Private colleges also do offer good faculties, some of the private colleges are as follows:
1. VIT, Vellore
2. SRM university, chennai
3. Amrita School of engineering, Coimbatore.
4. Guru Gobind Singh Indraprastha University, New Delhi

Yes, BITS Mesra is also a very good option. It was ranked at no.2 in the year 2018 amonst the best private engineering colleges.
