Yes, 12th standard marksheet is necessary to apply for CMA Foundation.
Here are the eligibility criteria's for CMA Foundation 2021 :

Candidates should have cleared Class 10th or equivalence exam from a recognised institution or board of education.

Candidates should have cleared class 12th examination or senior secondary education from a recognised institution or they should have passed a National Diploma in Commerce conducted by the All India Council for Technical Education or the state board of technical education or they should have a Diploma in Rural Service Examination conducted by the National Council of Higher Education.
Candidates who are waiting for their CMA foundation result for any of these exams can also apply for the exam under the provisional admission route.
