Is +2 is required for CAT, can't a Diploma candidate apply for it after his/her graduation?

Its not mandatory that you must have +2 completed if you completed your diploma or either of both and then did graduation then you will be definitely elligible for CAT. It means you did Deploma and then completed your graduation then you will be elligible for CAT.
CAT Eligibility -: 1.Completed Bachelor’s degree with the required percentage of marks (3 or 4 years after 10th+12th/diploma) recognized by AICTE, MHRD, UPSC.
2. Completed professional degree (CA/CS/ICWA) with required percentage
3. Should be in the final year of Bachelor’s degree with required percentage
4.SC/ST/PwD candidates should have minimum 45%. For General and NC-OBC candidates, minimum is 50%.

CAT,Common Admission Test,is a test of your ability for persuing a professional course like MBA or PGDM. It happens once every year.
Well, CAT can be given after your graduation or even when you are in the last year of your graduation. But you must know that the CAT score of a particular year is valid only for the coming year for the application in MBA course. Say if you have given CAT (Dec)'18,it's score would only be considered valid for the admission in MBA in year 2019 only. And also PG courses are not necessary for CAT.Even last year graduation student can also appear for CAT.

As long as you are in your final year or have completed your degree, you are eligible to write the CAT exam and get into the pgdm programme. Being a diploma holder will not affect or impact your chances in any way. You need to have the necessary CAT percentile, good marks in your UG(78+ ideally) and good marks in 10th and Diploma to be shortlisted by the IIMs.
