The cut-off percentile for NITs for SC-PWD candidates is quite low, less than 1 percentile. Since you have got 39 percentile, yes, you are eligible. Also, the cut-off rank changes every year depending on the difficulty of the paper and the number of candidates appearing for it. You have good chances of getting admission in any NIT.
