Hello candidate!
When the neet counselling process takes place in the first round the seats are been filled with the students but there may be certain reasons till the second round of counseling many seats will get vacant as some students don't secure there seats some leave it for certain reasons so you can try in second round of counseling where you can secure seat if any of the seat is vacant and till second round the seats will get vacant.
