Well, it's a fact that most of the colleges of good repute with history of imparting good quality education put a lot of emphasis on the marks one get in 12th class. However, that's not the last thing. These college also conduct entrance exam followed by personal interview. So, even if you have achieved the basic qualifying marks when it comes to applying for this colleges, these are the places where you can improve yourself tremendously and get better results and finally get selected.

If you mean improvement/supplement then yes if you have failed a class in 12th then the college will grant you admission only after you have cleared the subject. Check with your desired college and see when they stop accepting applications. In case, they stop before your result arrive ask them for conditional admission.
