Yes the syllabus of CBSE is equal to the NCERT syllabus because CBSE is Central Board of Secondary Education which conducts exam in many of the states in India CBSE prepares the syllabus for the students of all the classes and for the 12th class also and you can study all those related concepts in the NCERT book.

The answer is absolutely yes and I saw your discussion with Subham too. Just want to add some points like the models which are presented at the end of every chapter will mostly get repeated in the examination and also practise as many model papers as you can.
