Is Cutoff will be different for diffrent level of paper

I m sure which paper you are asking about. However the cutt- off of every competition or even college entrance exams are mostly depend on two things
1 No. Of candidates applying for the exams. If no. Of Applicants are high the cut- off will automatically goes higher.
2. Other factor is as you said, difficulty of paper. Difficulty does effects the cut-off and more the difficulty of paper less will be the cut-off. This because to make fairness in the examination.

Yes of course, the cutoff i.e. minimum marks to qualify a particular exam depends on the level of difficulty of paper that year.
