Yes digitally signed sc certificate is valid for neet ug exam from SDO office .
Caste certificate is not required during the filling of application form of neet it will be required during the admission procedure once you get allotted a college. You will have to fill your caste during application form from which you want to opt seat like Gen,EWS, OBC, SC,ST....
