Is ECE BETTER than CSE? My school teacher is advising me to take ECE rather than CSE.What do you think?

Both are equivalently good courses. To be straight, ECE is better than cse only that ECE modulates a student  in a better way but for cse a candidate must have soul interest in programming skills, only then he has the oppurtunity to shine in this field.

In ECE a candidate has more probability of being placed in government sector and has a assured job for lifetime whereas for a cse graduate he will be placed in private sector and has higher possibilities of being thrown out at any point of time.

On whole the decision lies purely in your hands analyse which field that you are going to choose knowing about the pro's and con's of both the field and being the best in the career you choose and have a perfect life.
