The counselling for seats in IIT are only of one type that is ALL INDIA. In counselling for IITs there are no preference for homestate. There is no reservations for homestate or otherstate.
All seats are open for all students based on rank and not for its state only.

Yes, equal importance is given to both HOME STATE and other state students during the counseling for IITs.
Even though both IITs and NITs are centrally funded government institutes, but NITs are meant to be little bent towards being there for their own states. Major reason for this is that each state has at least one NIT, so it makes sense to have a home state quota. But IITs are more irregularly spread, some states not having any. So home state quota in IITs will be significantly unfair to other.

Unlike NITs, IITs do not have reservation for students belonging to the state in which the IIT is situated. Admissions in different branches of any IIT is done on the basis of cutoffs. These cutoffs vary from year to year depending upon factors like number of students appearing for the examination, number of seats available, difficulty level of the paper etc.
