Is first come first serve is applied for private medical college counselling?

Hi !
Once , all the applicants have successfully submitted the application forms , there will be display of merit lists only on the basis of marks , not on the basis of first come basis. If a candidate has filled the form before but has not sufficient marks , he will be counted on the downscale or will have lower rank than the candidate with more marks. There is no rule of first come first serve in any medical college be it govt. or private.
