is i am eligable for esic medical collage without esic quata

Yes you are eligible for ESIC medical college without ESIC quota.

As To get into esic medical College through esic quota or ip quota ur parent must hold a esic card

Esic card is issued to thouse candidates whose monthly income is less than 21000

Their entire family income must be below 2–3 lakhs per annum

U simply can't apply for it and become eligible for quota .ur parent must have a esic card past 3 years or more .

So if you are not eligible for this quota but you can get admission through other quota please contact to college.
