hi,
see during counselling period if you dont allotted in any college, counselling fees will be refundable, however in colleges tuition fees and other charges which is paid during admission time or semester fees are not refundable, now there is a caution deposit which is refundable after the completion of course.
if you have poor financial condition you may apply for scholarship provides by up state government.
