To answer your question, YES a candidate with a preparatory rank can also get dual degree courses in IITs next year provided he/she passes the internal exam of the IIT. The main vision for the preparatory course is getting a candidate ready for the level of Advance and to make him able to get through IIT. So next year, when you pass, you are eligible for each and every course offered under JoSAA counselling by that IIT.
