is it a good option to do only limited questions in any competitive exam ...like suppose if I score 32 in JEE and I am sure that I will get it so should I guess and answer some more questions or be happy with 32 ?

It depends on the type of marking system in the competitive exams. Exams like JEE mains and NEET have a negative marking system wherein if you answer a question wrong, you will get -1. For example, if you score a question worth 4 marks correct but at the same time, if your answer is wrong in another question, your total marks would be 4-1=3.
Therefore, it is advisable not to answer the questions you are not sure of as it might deduct the score you get in correct answers. Only answering the questions you know the answers of, is the best option to score. Do not attempt guess work if you are not sure.
