Hello Aspirant.
No, it's not compulsory to give both the attempts of JEE main if you've cleared it in the first attempt. It's the candidate's wish whether to give one attempt or two attempts.
If the candidate is satisfied with the first attempt and wishes not to go for the second one it's completely fine.
