It is not mandatory for you to apply for the NEET AIQ counselling. If you are sure that you will get a good college through state quota then you have no need to apply for the AIQ counselling. Now if you think that you want to keep more options open for the counselling, then apply for the AIQ seats as well, as it will increase your probability of getting a seat a little bit.
