No my dear friend it's not necessary to take coaching in Delhi. I know Delhi is a hub for upsc civil services aspirant but it won't guarantee you success in this examination. You can prepare for this examination on your too.
First of all you have to Understand this exam pattern. So i am sharing brief summery about UPSC examination.
This exam Consist three phase:-
prelims (Objective Type)mains (Written/Subjective Type) Interview
Buy some core ncert and standard books or you can avail some material from coaching material too and study at home. Self study is the key to success in this exam.
You can do your best without coaching too.

Directly answering your question , the answer is no ! It isn't necessary to get coaching for the UPSC exam in Delhi. But as we know we all get a bit lazy when it comes to self study. I guess coaching helps you to know the patterns along with the basic criterion which help to solve certain questions quite easily.
So, if you are one of the exceptional cases who can study for nearly 15 hours everyday for the exam, then obviously you just need some good books and not coaching. Hence, it depends upon you and your learning skills.

If you can keep your focus and study alone. Then you don't need coaching at all. Just stick to some books for every topic and read newspaper daily and try to read at least 2 novels in a week. Learn vocabulary from Word Power Made Easy by Norman Lewis and give mock as much as possible.
Remember speed and accuracy are the key to succedd in UPSC. Stay positive and motivated always.
