No, it is not necessary for your state domicile to be Kashmir unless the specific college, course, or quota you are applying for clearly requires it.
For example:

If you are applying under the JK (Jammu & Kashmir) domicile quota , then yes, you must have a domicile of Jammu & Kashmir.

But if you are applying through All India Quota (AIQ) or any open category , then you can belong to any state.
So, it depends on the admission rule or quota you are applying under.
