Its not predictable that only tier1 institute student can crack the judicial services exam, students from lower rank colleges may also get success if they work hard and dedicated to their dreams. however if you are in search of college for your law studies I would suggest to try for best colleges possible based on your score. tier 1 institute has its benefits like faculty members are more experienced, you would get a college life and a alumni group, so it would be excellent to study and enjoy the college life. however unless you are being from a lower rank college you should not left hope and its better to take tuition for exams , solve the previous years papers and make a analysis of the chapters and subjects to give more priority.
since there is state wise judicial service exam held every year , it is really difficult to predict score for any particular category.
