The process of State Counselling is usually in the order of:

Registration
Choice Filling
Seat Allotment list
Document Verification
Reporting to the Allotted Institute.

So when you register and are alotted a seat in Round 1, if you do not attend the Document Verification process, your admission stands cancelled. And the seat will be made vacant for the subsequent round.
