Is it possible to get admission in german universities after having a backlog in a undergraduation program, but is cleared later?

No its its not possible !! Firstly before you send SOP and application to college you must be ready and cleared with your aggregate even you need to send the GRE or GMAT score and IELTS OR TOFLS score
Lot many things matter you should not have backlog

My current CPI ( till 5th sem) in chemical engineering UG is 7.8. I had just one backlog in Sem 3 mathematics but was cleared in the first try.Is it not possible even to get admission in german universities even if I get good marks in GRE and IELTS?
