Since the calculation is per session, all the highest raw scores will have normalized Percentile Score of 100 for their respective sessions.

No it is not true that top 20 percentile is now no more applied for jee mains.
There are students from different boards, which have different difficult level and diferent way of checking paper. So top 20 percentile compensate all this possibility and find an normalized 75% marks . So it will never be removed. You may have heard the rumour.
