DGCA stands for Directorate General of Civil Aviation is the statutory body formed under the Aircraft Bill, 2020. It is an authorised organisation to conduct pilot training exams in India. If you want to acquire a pilot liscence or any flying liscence,you will have to apply through DGCA. You can apply online from their official website - dgca.gov.in
