Yes it is totally worth if you do Mechanical Engineering under graduation course in Germany because the infrastructure for mechanical engineering is very good in Germany.
There are world famous universities like

As per fees is concerned you will be charged 8000 to 10000 euros per annum that is around 654000 to 800000 rupees per year which make it 32 lacs for entire course this is the range of tuition fees only
For living and hostel you have to pay extra
But that all money will be worth it if you are going to to study mechanical engineering in Germany

Yes of course. If you chose to study your UG mechanical engineering in germany then it is very good. Scopes will be higher. Their faculty is quite better. You will find more opportunity after finishing your course.
