Yes it is true that all the colleges accept the compartment certificate. You should have all the documents along with your compartment certificate at the time of counseling and also during the documents verification period.

There isn't any such requirement for appearing in JEE main exams. You would require to fulfill the eligibility criteria while going for counselling to get admissions in various IITs , NITs ,IIITs and GFTIs.
The eligibility criteria is that the candidate should have score 75% or more in board exams or the candidate belongs to the top 20% of their respective boards.
This criteria of 75% in boards has been removed by MHRD for this year's JEE Advanced.
