Is Jossa counselling cutoff based on rank or marks ...& what will be closing rank for low NIT's for Ews catagory...plz reply

Hello Yaseen, JOSSA counseling is based on JEE ranking. It's very tough to divide high NITs and low NITs because the rank keeps changing frequently. Therefore, Below is the link to the JOSAA all rounds counseling 2018 for all the NITs and all categories:

You need to check from page 41 as there are only IITs till page 40
