Is MANIPAL college really worth the money you pay. If you can't afford it do they offer scholarship if rank is above 2000

Answer to the question you asked in YES or NO, is simply not possible. Let me help you by giving some pointers, so that you can decide on your own and make a more informed decision.
1. Institute NIRF Ranking:
NIRF rankings is a framework adopted by govt. to rank institute on different parameters which includes from quality of faculty members, to quality of research and overall incentives provided by institute in personal development of the students.
Overall ranking of Manipal Academy of Higher Education in year 2018 was 18. Here it was ranked above top institutes like some IITs, DTU, BITS Pilani, VIT etc.
But when it comes to NIRF ranking in Engineering courses, it's ranking is 39, which is lower then BITS, VIT etc.
Which gives a clear picture, that for engineering courses you have better choices.

2. Branch of Interest:
Manipal provides engineering program in almost all major domains, and research facilities & faculty members in each domain are excellent. But at the end what matters is where your core interest lies. Don't just follow the herd and join Computer Science for the hope of getting high packages, and also remember, if you are going for branches like Biotechnology, which are more research oriented don't expect your investement of 16-20 lacs will give you a very high returns.

3. Placements:
There is a big misconception that once you go to any place with big name, you are bound to get a very high paying job. No this never happens.
Placements depends on following points-
1. Skills:
Suppose you graduate in Mechanical Engineering and all you have done for 4 years of B.Tech is somehow passed the exams. Never worked on live projects, not done internships, don't understand the current demand of the industry or learnt any rudimentry skill which is not required in the industry, you simply won't get good placements.
2. Role of Institute:
You must have heard that many good companies only hire from IITs, NITs, etc. The simple facts behind that are these institues have established themselves in the market for providing good candidates and secondly they have very active placement commitee which works on bring in the opportunities to institute students.
You can trust Manipal on this point. It has a very established name, good placement commitee. It will be easier to connect with good places at end of 4th year to get hired as compared to any local engineering college.
But the most important thing is how you develop yourself in 4 years to fit the roles these companies are looking for. You will have to work hard on your skills, you can't simply expect to get good placement by just going to Manipal.
Also, remember, established institues like IITs, NITs, Manipal etc, they can only provide with a jump start in the beginning of the career as compared to some tier 2,3 engineering college, but after 3-4 years, your growth totally depends on your hardwork.
4. Affordablity:
This is probably the most important point among all. Evaluate this very seriously. Can your parents afford to pay 4 to 5 lacs every year on your education? if not simply avoid Manipal.
Today with cheap and easily accesible internet, world has become very small. Even if you don't go to Manipal or IITs, you can still learn from there with something called MOOCs. You can search internet for the courses of your interest and study them in the comfort of your home. MIT OCW, Edx, Coursera, Udemy, Udacity, NPTEL, Swayam are some of the online learning platforms for this, and trust me you won't miss on anything that you think you might if you don't join Manipal.
Coming on to scholarships provided at 2000+ rank, sorry to say, there are no scholarships at this rank. However you can avail education loan facilities from any bank of your choice.
