Yes it is necessary for taking admission in any undergraduate courses when you go out from state or remain in same state.
Migration certificate is provided by your intermediate college that means if you will take admission in same state also you need migration certificate.
Main motive of issuing migration certificate is that it will help you when you change your board or university.
So it's better to take migration certificate from your college or school before going outside state to get admission.
You can also submit migration certificate later by taking special permission of university in which you are taking admission.

Yes migration certificate you will after getting admission in college. You have to submit your migration certificate after admission in your college. Yes it is require in every college even if it is in same state as your school. If your school have not provided it then you should ask school authorities for it beforehand. Although it is not required at the time of counseling but you need to submit it as soon as you get admission.
