Yes, mobile phones are allowed in both hostels and college throughout your college life including your 1st year as you will be away from your parents and it is important for being connected with them and also generally you have college group on WhatsApp where you get notifications and notices.
So don't worry but don't use the mobile during studies hours .
Otherwise your phone can be submitted .
