Is mop up round only for central and deemed only

Hello,
Basically there are 2 rounds in the NEET counselling!:
1. For All India Quota Seats and deemed and Central Universities.
2.By Individual States through State Authorities.
Moreover, if after these 2 round the seats are left vacant then the mop up round is organized to fill those vacant seats...
Mop up round is only for :
1.open University.
2- for deemed colleges and private University.

The mop up round is conducted by DGHS for Xeemed and Central Universities. In the mop up round the net vacant seats due to non joining, non rwporting from Round 2 will be published in the seat matrix and eligible candidates will be allotted seats according to choice and merit.
Who are not eligible:
Candidates who have joined in Round 2 of Deemed/Central Universities are not eligible.

- Candidates who are registering for the first time
- Candidates who have registered but havent been allotes seats in Round 1 or Round 2
