Since you have not mentioned that for which counseling you are seeking information so it is quite difficult to guide you with an accurate information because there are two types of counselling one is AIQ counselling that is conducted by MCC whereas another type of counselling is state quota counselling conducted by respective state counselling authorities.
In AIQ NEET UG counselling if the candidate does not lock the choices by the deadline then the choices automatically get locked and submitted but in some state counselling authorities if you do not lock the choices then your application will not be considered so make sure to check the counselling procedure for mop-up round of the respective counselling authority.
