Yes NCERT book of Chemistry is very good for MHCET 2019 provided you read all the chapters, you also know the concepts in each chapter and also solve the exercises given behind each chapter.
NCERT books of Physics and Mathematics are also a good choice to refer for respective subjects.

HSC Textbook is a must because you have to prepare for Boards too. Along with HSC keep reading NCERT Textbooks which will help you in entrance.

Yes. It was announced that the difficulty of MHT-CET would be increased to level of JEE.
