Whether an application form requires a stamp or not is based on the nature of the application and the guidelines given for filling the form.
- Passport Seva Application Form: An application form does not need to have a stamp. The first photograph should be attached without any signature or stamp, and you will need to provide proof of address.
- PAN Application (Form 49A/49AA): It is not required for individual applicants. If you use a thumb impression in place of a signature, it should be attested by a Magistrate, Notary Public, or Gazetted Officer under official seal and stamp.
- Educational/Exam Application Forms: For examinations such as AP EAMCET, the principal's signature and stamp on the application form are not required unless expressly stated in the instructions.
Summary
Stamp only if the form instructions to your application clearly ask for it, or when making use of thumb impression, and that in turn requires stamping with attestation.
