No, there is no provision like this in any nit that if you score below 10k you will not be charged any fees. Let me tell you there are many provisions in nits and IITs like for example fee remission is provided on the basis of family income .

For family income between 1L and 5L 2/3 rd of tuition fee is remitted and for family income less than 1L all of the tuition fees will be remitted.

In addition to these there are many scholarships provided to the obc or sc st candidates . You can avail those too. There are not much scholarships provided to the general category students.
