THE OBC  non creamy layer certificate is issued if the parents income is less than 8 lakhs per year ,as it is the certificate issued by central government .it must be updated time to time .the validity is upto 1 year from date of recieving .
Yes it is accepted by sub division magistrate ,as you mentioned,the authorities of such any one signature itself is enough . authorities are

• District magistrate
• collector
• deputy commissioner.
• additional deputy commissioner
• deputy collector
• sub division magistrate
• executive magistrate.

so if it is manually written form by your self or from any tahasildhar, it is advisable if it in software format as they can be problematic to understand of it was written with pen or something ,so visit one of the mee seva near you they will take care of it ,by just adding the name and details .

the details you mentioned about the Certificate are not acceptable, a certificate issued by central government or any competent authority is acceptable and it should be dated a year ago or sooner.
