THE OBC non creamy layer certificate is issued if the parents income is less than 8 lakhs per year ,as it is the certificate issued by central government .it must be updated time to time .the validity is upto 1 year from date of recieving .
Yes it is accepted by sub division magistrate ,as you mentioned,the authorities of such any one signature itself is enough . authorities are

- collector
- deputy commissioner.

- sub division magistrate

the details you mentioned about the Certificate are not acceptable, a certificate issued by central government or any competent authority is acceptable and it should be dated a year ago or sooner.
