yes. you are allowed to use a mobile phone/cell phone if you in an hostle. most of the colleges allow that.
however there are certain rules and regulations of a college hostel that must be obeyed and decoram must be maintained.
make a lot of friends. do not do inappropriate things in your room and you are good to go fot the hostel life,
