is PWD certificate is to be deposited in phase 1of councelling??

The disability certificate and/ or Identity card is the basic document that a person with any disability  requires in order to avail any facilities, benefits or concessions under the available schemes.

So, basically it required from the first phase of any admission procedure if you have been to such a quota.
